  • 英语 “condominium” 的意译。
  • 共管式公寓一般有保安,并设有围墙。多数共管式公寓内也设有康乐设施,如游泳池、烧烤架、网球场等。
  • 拥有分层地契(strata title)的屋主会共同选定共用空间的管理单位,并按拥有的物业面积所制订的份额,缴纳管理费。
  • 70 年代初期的屋价高涨,不少中等收入的家庭(middle income family)因为收入超过顶限,没有资格买建屋发展局(Housing and Development Board)所建的政府组屋(HDB flats),又没有能力购买私人住宅。当时的城市重建局(Urban Renewal Department)为了解决这个民生问题,开始构想 “共管式公寓”(当时称为 “共管住屋”)的概念。
  • 共管式公寓的概念后来由 1974 年 4 月 1 日正式成立的市区重建局(Urban Redevelopment Authority)落实。1977 年在乌鲁班丹(Ulu Pandan)建成的槟兰谷(Pandan Valley)是当时的一个试点项目,拥有十分齐全的共用设施。
  • 随着房价不断上升,1996 年新加坡立法推出 “执行共管公寓”(Executive Condominium),让更多中等收入家庭可以买得起有私人共管式公寓设施的住屋。购买新建的执行共管公寓有最低居住年限(minimum occupation period),而且屋主当中必须有新加坡公民或永久居民。
ETYMOLOGY
  • The Mandarin term “共管式公寓” is a paraphrase of the English word “condominium”.
  • A condominium is usually assigned security guards and gated.  Most are also built with recreational facilities such as swimming pools, barbeque pits and tennis courts.
  • Homeowners with a strata title would jointly select the management team for their shared facilities, and pay their share of the management fee in proportion to the property area they own.
  • When housing prices soared in the early 1970s, many middle-income families were ineligible to buy flats built by the Housing and Development Board as their income exceeded the stipulated limit. However, they also lacked the ability to buy private property. To resolve this housing issue, the then Urban Renewal Department began floating the idea of “executive condominium” (also known at the time as “executive housing”).
  • The concept of the condominium was later implemented by the Urban Redevelopment Authority, which was officially set up on 1 April 1974. Pandan Valley, built in Ulu Pandan in 1977, was a pilot project at that time. It was equipped with a comprehensive set of shared facilities.
  • As housing prices continued to rise, Singapore enacted a law in 1996 to introduce the executive condominium (EC) so that more middle-income families could afford housing with private condominium facilities. Purchasing a newly-built EC required a minimum occupation period and at least one of the owners to be a Singaporean citizen or permanent resident.
