ETYMOLOGY
  • Following Singapore’s rapid economic development, a huge demand for manpower emerged in all sectors. As more women choose to remain in the workforce after marriage, there was an increase in the demand for domestic service.
  • In the 1960s, Singapore started employing workers from neighbouring countries like Malaysia and Indonesia for domestic help at home. Towards the end of the 1970s, many Filipino women worked in Singapore as domestic helpers.
  • In 1978, the Singapore government implemented the Foreign Maids Scheme. One important objective of the scheme was to encourage Singaporean working women to remain in the workforce.
  • Meanwhile, during the 1970s, the Philippines government also encouraged Filipinos to seek employment outside the country. The Filipinos working overseas, especially the female workers, were viewed as role models for the country because they were willing to sacrifice for the good of their country’s economy.
  • As Singapore’s demand for domestic helpers continues to rise, the government has put forth measures to restrict the number of domestic helpers in the country.
