  • 按照其被委派任职的政府部门,在部长的监管下,常任秘书主要负责监督该部门。
  • 常任秘书由总统和总理建议合适的人员并委任。但有别于政务部长和政务次长,常任秘书不属于政治官员。
  • “常任”(Permanent)的另一含意是,随着政治官员的调动,在一般情况下,常任秘书不会因其调动而受影响。
ETYMOLOGY
  • Permanent Secretaries, under the general supervision of the Ministers, supervise the departments that they is allocated to.
  • A Permanent Secretary is appointed by the President on the advice of the Prime Minister. However, unlike Ministers of State and Parliamentary Secretaries, Permanent Secretaries are not political officers.
  • The word “Permanent” in the title also refers to how Permanent Secretaries usually hold their positions even though political officials are constantly changing.
