由来

新加坡政府于 1960 年 2 月 1 日成立建屋发展局（Housing and Development Board），负责兴建及售卖公共住屋。1964 年，当局实施了 “居者有其屋” 计划（Home Ownership Scheme），让新加坡人可拥有属于自己的屋子。
政府组屋的屋契年限为 99 年。这是因为新加坡土地有限，而政府为确保每一代人都能在新加坡住上并负担得起优质住屋，便给屋契定下年限，以确保土地及空间可循环利用。
除了政府组屋以外，其他的私人房屋屋契则分永久地契（Freehold）、非永久的 999 年地契和 99 年地契三类。

ETYMOLOGY

The Singapore Government established the Housing and Development Board (HDB) on 1 February 1960 to construct and sell public housing. In 1964, the Board implemented the Home Ownership Scheme so that Singaporeans could own their own homes.
The term of lease of HDB flats is 99 years because of limited land space in Singapore. To ensure that each generation of Singaporeans can afford quality housing in Singapore, the Government has set a fixed number of years for the lease to ensure that the land and space can be recycled for future use.
Apart from HDB flats, other private housing leases are divided into three categories: freehold, 999-year leasehold and 99-year leasehold.
