  • 继2019年推出的新加坡《资源永续法》(Singapore Resource Sustainability Act)之后，“新生油”研究计划首次于2020年在国会中被提出。
  • “新生油”计划通过塑料循环提高新加坡的资源韧性(resource resilience)并朝向“零废弃国家”(Zero Waste Nation)的目标迈进。
  • 2021年，国家环境局(National Environmental Agency)宣布新加坡将设置试验厂(pilot facility)，对化学回收的塑料垃圾进行长达七个月的研究，研究如何产出纯净且无残渣的油。
  • 新加坡废物生产数据(waste generation data)显示，2020年仅有4%的塑料垃圾被回收,而每年焚烧的塑料垃圾平均有
    908,600吨。
  • 新加坡目前主要通过机械压缩和粉碎的方式处理塑料废物，也同时运用化学回收法回收塑料垃圾。

ETYMOLOGY
  • Following the introduction of the Singapore Resource Sustainability Act in 2019, the NEWOil project was first proposed in Parliament in 2020.
  • Through plastic recycling, the NEWOil project increases Singapore’s resource resilience and contributes towards the goal of a Zero Waste Nation.
  • In 2021, the National Environmental Agency announced that Singapore would set up a pilot facility and conduct a seven-month study on how to produce pure and residue-free oil from chemically recycled plastic waste.
  • According to Singapore’s waste generation data, only 4% of plastic waste was recycled in 2020, while an average of 908,600 tons of plastic waste is incinerated yearly.
  • Singapore currently processes plastic waste through mechanical compression and crushing, apart from recycling plastic waste through chemical recycling.
  • A key step in making NEWOil is placing plastic waste into a pyrolysis reactor and letting it undergo pyrolysis at temperatures around 400°C.
  • The type of plastic waste that can be recycled via pyrolysis is not limited to ordinary refuse or single-use plastic packaging. Contaminated plastics can also be converted into oil.
