DEFINITION

Noun

A project that aims to encourage acceptance of ex-offenders and support their reintegration into society.

由来
  • 黄丝带计划名称的由来源自于 1970年 代的歌曲《老橡树上的黄丝带》(Tie a Yellow Ribbon Round the Ole Oak Tree)。
ETYMOLOGY
  • The name of the Yellow Ribbon Project originated from a song in the 1970s, Tie a Yellow Ribbon Round the Ole Oak Tree. It is believed that this song is based on the true story of an ex-offender who was forgiven by the society.
  • It is reported that every year an average of 9,000 ex-offenders complete their sentences and are released from prisons and Drug Rehabilitation Centres. However, they often face societal discrimination and pressure after their release.
  • On 2 October 2004, CARE Network launched the Yellow Ribbon Project to change social perceptions and provide ex-offenders with opportunities for rehabilitation. It was officiated by former President S. R. Nathan at the Yellow Ribbon Charity Concert.
  • In 2007, the Yellow Ribbon Project was nominated and received an Honourable Mention at the United Nations Department of Public Information Award.
  • The signature activities of the Yellow Ribbon Project include Yellow Ribbon Day and Yellow Ribbon Prison Run. In 2013, the charity run had the highest number of 1,230 participants, forming a giant human Yellow Ribbon. The authorities also celebrated the tenth anniversary of the project with this spectacular sight.
  • Funds raised from the charity run went to the Yellow Ribbon Fund, which is mainly used to fund various rehabilitation, social reintegration, and family support programmes, such as the Yellow Ribbon Community Project and the Yellow Ribbon Fund Skills Training Assistance to Restart Bursary.
