由来
  • 1980年代，由于机动车注册费（Automobile registration fee, ARF）的调高无法管制拥车量，因此政府于1990年5月实行拥车证制度。想要购买新汽车或摩托车的人士，必须用投标的方式向政府申请拥车证（Certificate of Entitlement, COE）。拥车证可用于注册新车，注册时间限时三个月。
  • 购买二手车的人士无需购买拥车证。拥车证的有效期为10年，车龄长达10年的车主必须重新申请拥车证。
  • 政府每个月在特定的日期举行公开投标的活动，推出限定数额的拥车证，供想要注册新车的人士进行投标。
  • 拥车证投标共分5组：A组、不超过1600cc 和97kw的中小型汽车组；B组、1600cc或97kw以上的大型及豪华车组；C组、货车和巴士组；D组、电单车组；E组、公开组（任何类型的车辆，但不包括摩托车）。
ETYMOLOGY
  • In the 1980s, as the increase of the Automobile Registration Fee (ARF) was insufficient to control car ownership levels, the Government implemented the Certificate of Entitlement (COE) system in May 1990. Those who want to buy a new car or motorcycle must apply for a COE from the Government by way of bidding. The COE can be used to register for a new car, but the registration period is limited to three months.
  • The validity of the COE is ten years. Owners with vehicles that are 10 years old must re-apply for a COE. However, those who buy second-hand vehicles need not purchase a COE.
  • The Government holds open bidding exercises every month on stipulated dates, launching a limited number of COEs for bidders who want to register for a new car.
  • Bidding exercises for COE are divided into 5 categories: Category A, for small-medium cars up to 1600cc and 97kw; Category B, for large and luxury cars of above 1600cc and 97kw; Category C, for goods carrying vehicles and buses; Category D, for motorcycles; Category E, open category (for any kind of vehicle, excluding motorcycles).
