  • 会计署是新加坡财政部(Ministry of Finance)属下的部门之一,但会计总长由总统委任。
  • 会计署与审计署(Auditor-General's Office)不一样,后者是独立的国家机构(organ of state)。会计总长和审计总长(Auditor-General)之间的差别在于,前者类似公司内部的会计部人员,后者则像公司从外部聘请来审核公司的账务及内部控制系统的审计师。
  • 会计总长的职责是监督并管理政府的财务与会计系统。若任何人或机构欲动用政府的储备金,会计总长有义务通知总统。
  • 会计总长也负责管理及支付公款、为法定机构建立会计准则以及申报任何财务上的违规行为。

ETYMOLOGY
  • The Accountant-General’s Department (AGD) is one of the departments under Singapore’s Ministry of Finance, although the Accountant-General is appointed by the President.
  • The AGD is different from the Auditor-General’s Office, which is an independent organ of state. The difference between the Accountant-General and the Auditor-General is analogous to the distinction between the internal accountant of a company and the external auditor hired by the company to audit its accounts and internal controls system.
  • The Accountant-General is responsible for the supervision and administration of the Government’s financial and accounting systems. If any person or organisation wishes to draw on the Government’s reserves, the Accountant-General is obliged to inform the President.
  • The Accountant-General is also responsible to administer and make payments of public monies, establish accounting standards for Statutory Boards, and report any financial irregularities.
  • In 1961, Chua Kim Yeow became the first Singaporean to be the Accountant-General of Singapore and held the appointment for a period of 19 years. Prior to this, the Accountant-General was a British official appointed by the British colonial government. In 2015, Ow Fook Chuen was appointed as the Accountant-General.
