名词

新加坡会计署（Accountant-General’s Department）的总长，主要职责为监督及管理政府的财务与会计系统。

由来
  • 会计署是新加坡财政部（Ministry of Finance）属下的部门之一，但会计总长由总统委任。
  • 会计署与审计署（Auditor-General's Office）不一样，后者是独立的国家机构（organ of state）。会计总长和审计总长（Auditor-General）之间的差别在于，前者类似公司内部的会计部人员，后者则像公司从外部聘请来审核公司的账务及内部控制系统的审计师。
  • 会计总长的职责是监督并管理政府的财务与会计系统。若任何人或机构欲动用政府的储备金，会计总长有义务通知总统。
  • 会计总长也负责管理及支付公款、为法定机构建立会计准则以及申报任何财务上的违规行为。
  • 1961 年，蔡金耀成为首位担任新加坡会计总长的本地人，任期 19 年。在此之前，会计总长都为英殖民政府委任的英籍官员。2015 年，区福全被委任为会计总长。
