释义

名词

保证金或押金,一般也指参选人所需付的押金。

DEFINITION

Noun

A sum of money payable as a pledge or as a down payment. Also commonly used to refer to the amount pledged by political nominees prior to elections.

由来
  • 按柜金与中国古代的“押柜”意思相近,指的是旧时向店家购买物品时须缴付保证金,并必须有证人(父亲或兄长)担保,以避免物品遗失或持货物窃逃。
  • 此外,举行选举时,候选人一般需要缴付竞选按柜金。根据新加坡国会选举法(Parliamentary Elections Act)规定,任何候选人的得票率若只达12.5%或更低,竞选按柜金将被没收,并拨入政府统合基金(consolidated fund)。
ETYMOLOGY
  • The term “deposit” is similar to the “guarantee pledge” used in ancient China. In the olden days, shopkeepers would ask for a guarantee payment when selling their wares, and also ask for a witness (usually the father or brother), in case the item goes missing or the person runs away with the goods.
  • In Singapore, candidates who contest a General Elections are required to pay for an election deposit. According to the Parliamentary Elections Act, if the candidate garnered 12.5% or less of the votes cast, the deposit will be confiscated and transferred to the government’s consolidated fund.
例句
选举法规定每名候选人须缴付1万4500元的竞选按柜金,比2011年大选时的1万6000元低。这笔数目是以国会议员前一年所领取的全年津贴的8%计算出来。任何候选人的得票率如少于12.5%,这笔按柜金将被没收。(《联合早报》,26/8/2015)
SAMPLE SENTENCE
The Parliamentary Elections Act dictates that every candidate must pay a deposit of $14,500. This is less than the $16,000 required in the 2011 elections. The amount is derived from 8% of the total subsidies received by a member of parliament in the previous year. If the candidate garners less than 12.5% of the total votes cast for the constituency contested, the deposit will be confiscated. (Lianhe Zaobao, 26/8/2015)
