DEFINITION

Noun

A statutory board in Singapore responsible for the development of housing plans, standards and regulations, as well as the planning, allocation, construction and management of public housing in Singapore, abbreviated as “HDB”. Also known in Mandarin as "建屋局".

ETYMOLOGY
  • The Singapore Government set up the Housing and Development Board (HDB) on 1 February 1960, to deal with the crisis of housing shortage in Singapore at that time. In 1965, HDB completed the first 5-year housing project and successfully built around 54,000 housing units. These housing units are also known as “flats”.
  • Until the implementation of the Home Ownership Scheme in 1964, HDB flats were initially for rent only, which allow Singaporeans to own flats. Since 1968, the government has also allowed the use of Central Provident Fund (CPF) savings to pay for mortgage instalments.
  • Initially, only Singapore citizens were allowed to purchase HDB flats, however Permanent Residents were also allowed to purchase since 1989. In 1991, HDB announced that singles aged 35 or above were eligible to purchase these flats too.
  • HDB has provided more than 80% of Singaporeans with affordable housing, and HDB flats are located all over the island.
