  • 为遏制2019冠状病毒在社区里的传播，新加坡政府抗疫跨部门工作小组 (Multi-Ministry Taskforce) 在2020年4月7日至2020年6月1日期间实行了名为“阻断措施”(circuit breaker) 的抗疫阶段。
  • 为避免新一波疫情的暴发，政府抗疫跨部门工作小组采取了谨慎渐进的解封步骤，将防疫措施分为三阶段:
    1. 解封第一阶段为安全重开 (Safe Re-opening)，从2020年6月2日持续至2020年6月18日;
    2. 解封第二阶段为安全过渡 (Safe Transition)，从2020年6月19日持续至2020年12月27日;
    3. 解封第三阶段为安全国家 (Safe Nation)，从2020年12月28日持续至2021年5月7日。
  • 然而，由于在解封第三阶段时，新加坡每日的新增确诊病例开始攀升，政府抗疫跨部门工作小组决定收紧防疫措施，于2021年5月8日进入“高警戒解封第三阶段” (Phase 3 Heightened Alert)。收紧的防疫措施包括将聚会人数从八人减至五人、关闭室内健身中心及禁止信众戴口罩歌唱等。
  • 2021年5月16日，新加坡进入“高警戒解封第二阶段” (Phase 2 Heightened Alert)，防疫措施进一步收紧。收紧的防疫措施包括将聚会人数从五人减至两人、禁止堂食、暂停举办婚宴、启动默认居家办公等。
  • 随着之后冠病变种毒株如德尔塔毒株 (Delta variant) 的来袭，确诊病例数目起伏不定，导致新加坡在高警戒解封第二和第三阶段之间徘徊。一直到2021年8月10日，高警戒解封阶段才结束。
ETYMOLOGY
  • To curb the spread of COVID-19 in the community, Singapore’s Multi-Ministry Taskforce implemented the Circuit Breaker from 7 April 2020 to 1 June 2020.
  • To prevent new waves of outbreaks, the Multi-Ministry Taskforce adopted a cautious and gradual approach to re-opening, in the following three phases:
    Phase 1: Safe Re-opening, from 2 June 2020 to 18 June 2020;
    Phase 2: Safe Transition, from 19 June 2020 to 27 December 2020;
    Phase 3: Safe Nation, from 28 December 2020 to 7 May 2021.
  • However, as the daily number of newly confirmed COVID-19 cases in Singapore started to rise during Phase 3, the Multi-Ministry Taskforce tightened COVID-19 measures and entered Phase 3 Heightened Alert on 8 May 2021. The tightened measures included reducing the permissible size of gatherings from eight to five persons, shutting indoor fitness centres, and suspending masked congregational singing.
  • On 16 May 2021, Singapore entered Phase 2 Heightened Alert, when COVID-19 measures were further tightened. The new measures included reducing group sizes from five to two, suspending dining-in, suspending wedding banquets, and making work from home the default.
  • With subsequent waves of COVID-19 variants like the Delta variant, the number of confirmed cases fluctuated. Consequently, Singapore moved between the second and third phases of Heightened Alert, which finally ended on 10 August 2021.
