由来
  • 打鞭是新加坡刑事法典 (Penal Code) 中的一项刑罚。
  • 鞭刑只能施行在医学上能接受打鞭的男性罪犯身上,对于女性犯罪人及50岁以上的男性犯罪人则不适用。成年人最多可被判处鞭24下,未成年人士则是最多十下。
  • 在打鞭时,行刑者用直径不超过1.27厘米的藤杖抽打犯罪人的臀部。只有新加坡最高法院有权力对未成年男性判处鞭刑
  • 打鞭期间,必须有一名医务人员在场,以证明犯罪人的身体状况可以承受打鞭。如果医务人员证明犯罪人身体不健康,则必须在执行过程中停止抽打。

ETYMOLOGY
  • Caning is a form of corporal punishment under Singapore’s Penal Code.
  • It is only carried out on male offenders up to the age of 50 who are medically fit to undergo the punishment. Adults may be sentenced to a maximum of 24 strokes, while juveniles may only be sentenced to a maximum of 10 strokes.
  • The official responsible for carrying out the punishment uses a rattan cane to cane the offender’s bare buttocks.
  • A medical officer is present during the caning to certify that the offender is in a fit state of health to be caned. Caning is discontinued if the medical officer certifies that the offender is not in a fit state of health to undergo the remainder of the sentence.
