由来
  • 英语 “wheel clamp” 的意译。
  • 锁轮器于 1944 年由美国丹佛(Danver)小提琴家弗兰克·马拉格(Frank Marugg)发明。此发明起初是为了遏制当地频繁的汽车偷窃事件。
  • 根据新加坡的停车场法令(Parking Places Act),违规停放的车辆(如在锁轮区内停放)可被有关部门使用锁轮器锁住轮子,使车辆无法移动。
  • 若车子被锁,车主有两个解决方法:
  1. 如果要在两个小时内开锁,就必须在两个小时内赶到交通警局付 200 元的开锁手续费,日后再到交通警局缴付 70 元罚款。
  2. 两个小时后,车子将被警方拖走,车主要领回车子,则须另缴付介于 60 元至 360 元的拖车费,以及每日介于 20 元至 80 元不等的停车保管费。
  • 遭锁轮的车辆如果在一个月内未被认领,相关部门可通过公开拍卖等方式处理或丢弃。
ETYMOLOGY
  • The Mandarin term “锁轮器” is a paraphrase of the English term “wheel clamp”.
  • The wheel clamp was invented in 1944 by violinist Frank Marugg from Denver, United States. This invention was originally meant to curb the frequent cases of car theft in his local area.
  • Under the Parking Places Act in Singapore, cars which are illegally parked (such as those parked in wheel clamp zones) may have their wheels locked by the relevant authorities using a wheel clamp, so that the cars cannot be moved.
  • If a car is locked in a public place by government authorities, the car owner has two solutions:
    • To unlock the car within two hours, the owner must hurry to the traffic police station within two hours and pay an unlocking fee of S$200, then pay a fine of S$70 to the traffic police station at a later date.
    • After two hours, the car will be towed away by the police. To retrieve the car, the owner must pay an additional towing fee between S$60 and S$360 and a charge ranging between S$20 and S$80 for each day of custody.
  • If a clamped car is not claimed within a month, the relevant authorities can dispose of it by way of auctioning it off or scrapping it.
