英语 “learning circle” 的意译。
1998年，新加坡政府为了培养重思考、好学习的劳动队伍，遂鼓励机构与公司引进并实行学习圈的概念。
当时，时任人力部 (Ministry of Manpower) 常任秘书陈振南在全国品质圈发表会颁奖礼 (National Quality Circle Convention Award Presentation Ceremony) 上提出了这个概念。
学习圈可指一组集合在一起的员工，互相分享知识、交换意见、共同学习。
学习圈的成员可通过集中探讨重要课题、分享知识、选读文章和书评等方式，对不同课题提供新观点、新知识。

ETYMOLOGY

The Mandarin term “学习圈” is a paraphrase of the English term “learning circle”.
In 1998, the Singapore Government encouraged institutions and companies to introduce learning circles to cultivate a workforce with critical thinking skills and a love for learning.
Then Permanent Secretary for Manpower Tan Chin Nam proposed the concept of learning circles during the National Quality Circle Convention Award Presentation Ceremony.
A learning circle can refer to a gathering of employees to share knowledge, exchange views, and learn new skills together.
The members of a learning circle can provide new perspectives and knowledge on different subjects through discussions, knowledgesharing, reading of selected articles and book reviews, among other methods.
