ETYMOLOGY
  • The Mandarin term “学习圈” is a paraphrase of the English term “learning circle”.
  • In 1998, the Singapore government encouraged institutions and companies to introduce and implement learning circles to cultivate a workforce that emphasises critical thinking skills and a love for learning.
  • Then Permanent Secretary for Manpower Tan Chin Nam proposed the concept of learning circles during the National Quality Circle Convention Award Presentation Ceremony.
  • A learning circle can refer to a gathering of employees to share knowledge, exchange views, and learn new skills together.
