  • 党鞭的用法据说源自于18世纪流行于英国的鞭手(whipper-in),意思是打猎时鞭策猎犬群保持队形。在英国国会中,党鞭监督国会议员,尤其是协调执政党议员的活动,执行党的纪律。
  • 在新加坡,党鞭也同样是监督党议员的执法者,负责确保有足够的党议员支持和投选该党的立场。
  • 在一些情况下,也有可能抽掉党鞭(lift the whip),让国会议员自由投票。
ETYMOLOGY
  • The term “Party Whip” is said to be taken from the popular British term “whipper-in” in the 18th century, which means a person who urge hounds to stay in formation during a hunt. In the Parliament of the United Kingdom, the Party Whip supervises members of the Parliament, especially in coordinating their activities and to administer the whipping system.
  • In Singapore, the Party Whip is similarly the disciplinarian of a political party, responsible for ensuring that there are sufficient party members to support and vote according to the party’s position.
  • Under certain circumstances, the Party Whip may “lift the whip” and allow MPs to vote freely.
