DEFINITION

Noun

A public officer appointed by the President to lead a ministry, responsible for executing its policies and programmes under the guidance of the accountable Minister.

由来

按照其被委派任职的政府部门，在部长的监督下，常任秘书主要负责监管该部门。
常任秘书由总统和总理建议合适的人员并委任。不过，有别于政务部长和政务次长，常任秘书并非政治官员。
“常任”(Permanent)的另一含意是，随着政治官员的调动，在一般情况下，常任秘书不会因其调动而受影响。

ETYMOLOGY

Permanent Secretaries, under the general supervision of the Ministers, oversee the running of their respective ministries.
A Permanent Secretary is appointed by the President on the advice of the Prime Minister. However, unlike Ministers of State and Parliamentary Secretaries, Permanent Secretaries are not political officers.
The word “permanent” in the title refers to how Permanent Secretaries usually hold their positions even though political leaders are constantly changing.
