A public officer appointed by the President to lead a ministry, responsible for executing its policies and programmes under the guidance of the accountable Minister.

  • 按照其被委派任职的政府部门,在部长的监督下,常任秘书主要负责监管该部门。
  • 常任秘书由总统和总理建议合适的人员并委任。不过,有别于政务部长和政务次长,常任秘书并非政治官员。

ETYMOLOGY
  • Permanent Secretaries, under the general supervision of the Ministers, oversee the running of their respective ministries.
  • A Permanent Secretary is appointed by the President on the advice of the Prime Minister. However, unlike Ministers of State and Parliamentary Secretaries, Permanent Secretaries are not political officers.
  • The word “permanent” in the title refers to how Permanent Secretaries usually hold their positions even though political leaders are constantly changing.
