  • 二房式灵活计划是由国家发展部及建屋发展局在 2015 年 9 月份推出的一项拥屋计划。
  • 这项计划主要是为了增加二房式预购组屋（2-room Build-To-Order [BTO] flats）的供应量，满足低收入家庭、35 岁以上的单身人士和年长人士的住房需求。该计划同时也能满足不同购买者在屋契年限和房子面积方面的需求。
  • 二房式灵活计划分为两种：
  1. 第一种是提供廉价的购屋选择，让低收入家庭、年长者及 35 岁以上单身人士购买。其屋契为 99 年，符合条件的人可从建屋局或二手房市场购买单位。
  2. 第二种则是屋契较短的拥屋计划（Short- Lease 2-room Flexi Flat）。年长者可选择介于 15 至 45 年的屋契年限，并且只能从建屋局购买组屋。
  • 在二房式灵活计划推出前，建屋局早在 1998 年就已推出乐龄公寓，让 55 岁以上的年长者选购。小型公寓所提供的设备根据年长者的需求而设。
  • 二房式灵活计划推出后，购买者在屋契年限和组屋装潢等方面可更灵活地做出选择。
  • 在该计划下，首批屋契年限较短的二房式单位于 2015 年 11 月推出。
ETYMOLOGY
  • The 2-Room Flexi Scheme is a home ownership scheme launched by the Ministry of National Development and the Housing and Development Board (HDB) in September 2015.
  • This scheme increases the supply of 2-Room Build-To-Order (BTO) flats to meet the housing needs of low-income families, singles aged over 35, and seniors. It also meets the needs of different buyers in terms of lease duration and flat size.
  • There are two categories in the 3 Flexi Scheme:
  1. The first is to provide affordable housing options for low-income families, seniors, and singles aged over 35. The lease is 99 years, and those who meet the requirements can purchase a unit from HDB or the resale market. 
  2. The second is the Short-Lease 2-Room Flexi Flat. Seniors can choose a lease duration between 15 and 45 years and may only purchase the flat from HDB.
  • Before the 2-Room Flexi Scheme, the HDB had introduced the Studio Apartment in 1998 for seniors aged 55 and above. The facilities in the studio apartments were customised for the needs of seniors.
  • After the launch of the 2-Room Flexi Scheme, buyers have greater flexibility in choosing between different lease terms and flat fixtures.
  • Under this scheme, the first batch of 2-Room flats with shorter lease terms was launched in November 2015.
