  • 从2020年4月7日至5月4日,新加坡实行了一系列的阻断措施,功能如同断路器 (circuit breaker),旨在延缓接下来几周疫情的进一步扩散。断路器主要用于断开或合上回路,当电源短路或超载时,能有效地保护回路中的电子器材。
  • 为了让人们避免外出以减少人与人之间的接触,助长病毒传播,阻断措施规定人们出门时必须戴上口罩,并与他人保持一米的距离。另外,每个家庭无论在任何时候,最多只能有一人外出。

ETYMOLOGY
  • The Mandarin term “阻断措施” is a paraphrase of the English term “circuit breaker”.
  • On 3 April 2020, the Singapore Government announced a one-month “circuit breaker” from 7 April to 4 May, in a bid to slow the spread of COVID-19. A circuit breaker is used to disconnect a circuit in order to protect electrical equipment when the power supply is short-circuited or overloaded.
  • The circuit breaker aimed to minimise social contact by reducing the need for people to leave their homes. All persons in Singapore had to wear masks when going outdoors and maintain a safe distance of one metre from others. Not more than one person from each household was allowed to leave the house at any time.
  • The circuit breaker measures had a significant impact on Singaporeans. Many economic activities were suspended, most workplaces and shops (except those providing essential services) were temporarily closed, dining outlets were limited to takeaway and delivery, tourist attractions were fully closed, and all schools and Institutes of Higher Learning implemented full home-based learning.
  • The circuit breaker period was originally planned to end on 4 May, but the virus was still spreading at workplaces and the number of COVID-19 cases was still rising. In order to safeguard Singaporeans’ safety, the Government extended the circuit breaker measures by four weeks, until 1 June.
