A grassroot organization and location for residents to attend events and activities. Usually located within housing estates.

  • 从二战期间至1950年代,许多孩童在街头流荡,英国殖民政府的社区福利部门(Social Welfare Department)为此成立了孩童社区中心(Children’s Social Centres),后来发展为民众联络所,并且将服务的对象扩展到各个年龄层。
  • 早期的民众联络所更像是娱乐休闲中心,1960年代新加坡政府开始对联络所进行改造。
  • 1960年,人民协会(Peoples’ Association)成立,目的是鼓励人们参与各项社区文化活动,以促进种族和谐与团结,也促进政府与人民之间的互动。
  • 1964年,民众联络所管理委员会(Community Centre Management Committees, CCMCs)(后称民众俱乐部管理委员会 Community Club Management Committees)成立,管理联络所的活动,人民协会则负责协调与监督。
  • 随着社会需求的改变,民众联络所也不断地与时并进,近年有许多被翻新的联络所改名为民众俱乐部,但也有一些联络所仍保留原有的称号。
ETYMOLOGY
  • During the Second World War and up till the 1950s, there were very few entertainment facilities in Singapore and many children used to wander on the streets. The British Social Welfare Department established Children’s Social Centres, which later developed into Community Centres. Their services was also expanded to include people of all ages in the community.
  • In the early days, the Community Centres served more as centres for entertainment and leisure. In the 1960s, the Singapore government began to transform the Community Centres.
  • The Peoples’ Association (PA), founded in 1960, aims to encourage residents to participate in various community cultural events, to foster racial harmony and promote interaction between the government and the people.
  • In 1964, the Community Centre Management Committees (CCMCs) (later known as Community Club Management Committees) were formed to manage activities held at the community centres. The PA was involved in the coordination and supervision of these activities.
  • As social needs evolved over the years, the Community Centres also kept pace with the times. In recent years, many Community Centres were renamed Community Clubs, following upgrading of their facilities. However, some Community Centres still chose to retain their original names.
