  • 新加坡在经过了一百多年的殖民统治之后,许多国人的文化习俗、生活方式和价值观念等已经变得较为分化,国家意识模糊。因此,建国以后的政府必须以建构共同价值观来消除殖民统治的不良影响,重构新加坡人的国家意识,缓解社会危机,增强国民凝聚力。
  • 1991 年,新加坡政府在发表《共同价值观白皮书》(White Paper on Shared Values)时,推出了能够让新加坡各民族、阶层、宗教信仰的民众共同接受的五大共同价值观。

ETYMOLOGY
  • The Mandarin term “五大共同价值观” is a paraphrase of the English term “five Shared Values”.
  • In 1988, then-First Deputy Prime Minister Goh Chok Tong proposed the creation of a set of shared national values, aiming to forge Singapore's identity in a society where values were constantly evolving.
  • In 1991, the Singapore government published the White Paper on Shared Values to put forward the five Shared Values that can be accepted by Singaporeans of all ethnicities, social classes, and religious beliefs.
  • The five Shared Values are: Nation before community and society above self; Family as the basic unit of society; Community support and respect for the individual; Consensus not conflict; and Racial and religious harmony.
  • The Singapore government believes that with the implementation of the five Shared Values, Singaporeans will be happy and able to build a compassionate and cohesive society together, which will enable the prosperity and development of Singapore’s society and nation.
  • The five Shared Values are mainly inculcated in primary and secondary schools, through Civics and Moral Education and Social Studies classes.
