  • 英语“grassroots leader”的意译。
  • 新加坡在1960年代取得独立时,面临了种种社会问题,例如黑帮的恶势力与高失业率等。因此,当时新加坡的财政部长吴庆瑞提出了训练基层领袖与青年工作者的建议,希望能够提高人民的团结力。
  • 此后,人民协会(People’s Association)于1963年成立了波那维斯达青年领袖训练中心 (Buona Vista Youth Leadership Training Centre),1995年改名为国家社区领袖学院 (National Community Leadership Institute, 简称NACLI)。
  • 2003年,国家社区领袖学院会为新进的基层领袖准备“年度集选区工作计划”(Annual Constituency Workplan,简称ACWP)、团队建设课程和相关的培训和讲座,培训这些领袖更好地服务大众。
ETYMOLOGY
  • It is a paraphrase of the English term “grassroots leader”.
  • When Singapore gained independence in the 1960s, the country faced various social problems, such as gangsterism and high unemployment rates. Dr. Goh Keng Swee, then Singapore’s Finance Minister proposed to train and develop grassroots leaders and youth workers, in hope of enhancing unity among the people.
  • Thereafter, the People’s Association established the Buona Vista Youth Leadership Training Centre in 1963, which was renamed the National Community Leadership Institute (NACLI) in 1995.
  • In 2003, NACLI held an Annual Constituency Workplan (ACWP), team-building courses, as well as related training and seminars for new grassroots leaders, in order to train these leaders to better serve the public.
