由来
  • 早在英国殖民时期，新加坡就常面临居民住屋短缺的问题。1927年，英国殖民地政府成立了新加坡改良信托局（Singapore Improvement Trust，SIT），负责市镇规划、道路建设和城市的整体改进。
  • 1932年，居民住宅的短缺促使英国殖民地政府扩大改良信托局的职责，为低收入群体提供住房。1947至1959年，改良信托局建设的住房估计有20,907个单位，但仍无法解决住宅短缺的问题。
  • 新加坡政府于1960年成立了建屋发展局（Housing & Development Board，简称“建屋局”），这也意味着改良信托局的解散。建屋局原先仅提供出租的单位。1964年，建屋局推出了“居者有其屋”计划（Home Ownership Scheme），这些住房以99年地契售卖，普遍称为“组屋”。
  • 如今，建屋局供出售的组屋主要分二房式灵活组屋（2-room Flexi Flat）、三房式、四房式、五房式、三代同堂组屋（3-generation [3Gen] Flat）及公寓式组屋（Executive flat）。
ETYMOLOGY
  • Housing provision has been a perennial challenge since the British colonial era. In 1927, the colonial government established the Singapore Improvement Trust (SIT) to oversee town planning, infrastructure construction and other issues related to the development of the city.
  • In 1932, facing a serious housing shortage, the Singapore Government tasked the SIT to provide housing for lower-income groups. Between 1947 and 1959, the SIT built 20,907 new housing units, but this was still not enough to meet demand.
  • In 1960, the Singapore government established the Housing & Development Board (HDB) to take over SIT’s role. Initially, HDB only provided rental units, but from 1964, the Home Ownership Scheme allowed flats to be sold with a 99-year lease. These flats are commonly known as “HDB flats”, or “组屋” in Mandarin.
  • HDB flats come in several types, including 2-room flats, 2-room Flexi, 3-room, 4-room, 5-room, 3-generation (3Gen), and Executive flats.
