A grassroots organisation based on districts within Housing & Development Board (HDB) estates. The Mandarin term can also be abbreviated to “居委会”.

  • 英语“Residents' Committee”的意译。
  • 居民委员会最初成立于1978年，从属于总理公署（Prime Minister's Office），其后是社会发展部（Ministry of Community Development）。
  • 自1993年开始，居委会归属于人民协会（People's Association），分区也由人民协会来划定。
  • 分区内的每座组屋都设有一位或几位代表，他们必须是居住在该座组屋内的居民。2018年，新加坡全国总计有654个居民委员会。
  • 居委会的任务分四方面：促进分区内居民之间的睦邻友好关系，提倡和谐精神和增强社会凝聚力；及时向有关部门反映分区内居民的要求和愿望；向分区居民传达政府的信息，并把居民对政策和措施等事务的意见反映给政府；促使分区居民成为好公民。
  • 新加坡政府在2018年七月宣布，今后新建成的组屋和私宅将以居民联系网（Residents' Network）取代原来的组屋居委会与公寓邻里委员会（Neighbourhood Committees）。至于全国当时现有的860多个居委会和邻里委员会，也可自行决定是否继续以现有形式加强合作，还是与附近的基层组织合并，整合资源成立居民联络网。

ETYMOLOGY
  • The Mandarin term “居民委员会” is a paraphrase of the English term “Residents’ Committee”.
  • Residents’ Committees (RCs) were established in 1978 and came under the Prime Minister’s Office, before coming under the Ministry of Community Development.
  • Since 1993, they have been operating under the People’s Association (PA), which determines how RC zones are divided.
  • Each HDB block in the zone is represented by one or several representatives who are residents of the block. As of 2018, Singapore had a total of 654 RCs.
  • The RCs’ functions encompass four aspects: to promote neighbourly, harmonious and cohesive relations among residents; to communicate and make recommendations to Government authorities regarding the needs of residents; to disseminate information to and obtain feedback on Government policies and actions from residents; and to encourage residents to be better citizens.
  • The Government announced on July 2018 that RCs and Neighbourhood Committees (NCs) would be replaced by the Residents’ Network for new HDB blocks and private residences. The more than 860 existing RCs and NCs could decide if they wished to continue with the existing model or to merge with nearby grassroots organisations to set up a Residents’ Network with integrated resources.
