Character and Citizenship Education (CCE) is a set of modules designed to inculcate values and build competencies related to civics and morals. In CCE, students learn to make responsible decisions to family and society so that they can become good individuals and useful citizens.

ETYMOLOGY
  • Emerging trends and global developments, such as societal changes, globalization and technological advancements are taken into consideration in the development of the CCE curriculum.
  • In 1959, the Ministry of Education (MOE) began to focus on CCE, and gradually introduced various programmes to inculcate values, habits, competencies and skills.
  • In 1992, the MOE launched Civics and Moral Education, which emphasized civic mindfulness, global awareness and cross-cultural communication skills.
  • In 1997, the MOE launched National Education to let students understand the roles and responsibilities they had as Singapore citizens.
  • In 2005, the MOE launched Social and Emotional Learning to help students learn how to manage their emotions, care for others, make responsible decisions, develop positive social relationships, as well as handle challenges that they may encounter in life.
  • The MOE launched the CCE syllabus in 2014. The new syllabus emphasizes the interconnectedness of the core values, social and emotional competencies and civic literacy, global awareness and cross-cultural communication skills. It was rolled out to Primary One and Two students and Secondary One to Five students in 2014, and then to Primary Three to Six students in 2015.
  • In 2020, the MOE announced that they would roll out an enhanced CCE curriculum in 2021. The new syllabus will enhance mental health and cyber wellness education across primary and secondary students. This is to help them cope with the pressures brought about by social media and the widespread use of smart technology.
