A penalty meted out to littering offenders (litterbugs) which requires them to go through mandatory labour work.

由来
  • 垃圾虫劳改于1992年11月1日实施。过去乱抛垃圾的人只需罚款,后来另加强制性的劳动。
  • 劳改者在卫生监督员的监督下,须穿着印有“Corrective Work Order”文字的背心在社区内清理垃圾,目的是提高垃圾虫对于乱抛垃圾后果的意识。
  • 1993年,第一批劳改者在公园与沙滩等公共场所进行了垃圾清理。垃圾虫劳改的范围后来也扩展到组屋区。
  • 除了罚款(最高新币5000元),垃圾虫必须进行3至12小时的劳改,时长视情况的轻重而定。
ETYMOLOGY
  • The Corrective Work Order (CWO) was introduced on 1 November 1992. In the past, littering offenders only had to pay a fine, but later they had to participate in mandatory labour as well.
  • Under the supervision of the health inspector, offenders are required to wear a vest printed with the words “Corrective Work Order” while cleaning up the neighbourhood. The objective is to make these offenders understand the consequences of littering.
  • In 1993, the first batch of convicted offenders cleaned up litter in public places such as parks and beaches. The cleaning areas for CWO was later extended to housing estates.
  • Besides paying a fine (up to a maximum of 5,000 Singapore Dollars), offenders are required to undergo 3 to 12 hours of CWO depending on the severity of the offence.
