- 1989 年，家庭与社区生活咨询理事会（Advisory Council on Family and Community Life）属下的家庭生活委员会（Committee on Family Life）提议在组屋区内设立家庭服务中心，让居民在自己所属的社区里就能接受到生活上的援助。
- 家庭服务中心对个人和家庭面对的问题提供援助，包括协助助个人、家庭，以及特殊团体融入社会，协助志愿团体整合资源等。

ETYMOLOGY
- The Mandarin term “家庭服务中心” is a paraphrase of the English term “Family Service Centre”.
- In 1989, the Committee on Family Life under the Advisory Council on Family and Community Life proposed to set up Family Service Centres (FSCs) in housing estates so that residents may obtain assistance within their own community.
- FSCs provide assistance to individuals and families facing problems, such as helping individuals, families, and groups with special needs integrate into society. They also help voluntary groups to consolidate resources.
- To improve the implementation of the FSCs island-wide, the Committee on Family Life suggested that the National Council of Social Service select a few housing estates for initial trial.
- The committee also advocated for FSCs to be staffed with various posts, such as frontline counsellors and administrative workers.
- In addition to formal employees, the committee proposed the offering of vocational training for students and graduates to encourage them to join this industry.
- In recent years, the suicide rate in Singapore had attracted much attention. In response, many FSCs quickly adapted and actively launched psychological counselling for teenagers and adults to provide emotional relief.
- Currently, the public can seek help from FSCs via multiple channels, including physical visits, emails and dedicated hotlines.
- As at 2020, there were a total of 47 FSCs in Singapore.
