  • 全国工资理事会每年都会开会讨论劳工薪金及相关课题，并根据讨论后达成的共识提出薪金指导原则。
  • 1971 年，时任财政部长的韩瑞生两度在公开场合提出设立全国工资理事会的建议。
  • 当时，韩瑞生指出若人民全面就业后，工资和有关薪酬将会上升，因此有必要拟定花红和奖励金计划，或设立薪金理事会，以确保劳资双方和政府代表能冷静讨论，照顾到各方的利益。
  • 1972 年 2 月，全国工资理事会正式成立，由当时的新加坡大学教授林崇椰担任首届主席。
  • 全国工资理事会负责制定薪金指导原则。这些薪金原则必须符合新加坡长期经济增长的利益，也要确保新加坡的社会发展不受影响。
ETYMOLOGY
  • The National Wages Council meets every year to discuss employee salaries and related issues, and proposes guidelines for salaries based on the consensus reached in the discussion.
  • In 1971, then Minister of Finance Hon Sui Sen publicly proposed to set up the National Wages Council twice.
  • At that time, Hon Sui Sen pointed out that if Singaporeans were fully employed, wages and related compensation would increase. Therefore, it was necessary to formulate plans for bonuses and incentives or set up a salaries council to ensure that the representatives of employees, employers, and the government could engage in discussions calmly, taking into account the interests of all parties.
  • In February 1972, the National Wages Council was formally established, with Professor Lim Chong Yah from the University of Singapore appointed as the first Chairman.
  • The National Wages Council is responsible for setting guidelines on salaries, which must suit the interests of Singapore’s long-term economic growth and must not affect Singapore’s social development.
