  • 1965 年以前,有特别需求(如体障、感官障碍等)的孩童主要由志愿福利团体为他们的教育提供援助。
  • 1970 年代,教育部开始为有智能障碍的孩童提供特别教育,并且设立了校内社会工作与校内心理服务部门(School Social Work and School Psychological Services Branch)。1972 年,卫生部设立了孩童心理诊所(Child Psychiatric Clinic)。

ETYMOLOGY
  • Before 1965, voluntary welfare groups offered educational assistance and support to children with special needs (such as physical and sensory disabilities).
  • In the 1970s, the Ministry of Education began offering special education to children with intellectual disabilities and established the School Social Work and School Psychological Services Branch. In 1972, the Ministry of Health established the Child Psychiatric Clinic.
  • In addition to some special education (SPED) schools which offered education to children with physical, sensory and intellectual disabilities, more SPED schools continued to emerge in the 1980s and 1990s, offering special education to children with autism spectrum disorders and multiple disabilities.
  • Today, SPED schools are managed by Voluntary Welfare Organisations (VWOs, which are now commonly known as Social Service Organisations (SSOs)), and are funded by the Ministry of Education and the National Council of Social Service (NCSS)
  • Starting from 2012, education in SPED schools primarily focuses on “Living, Learning and Working (LLW)” so that students with special needs are able to work and live independently.
