ETYMOLOGY
  • The Mandarin term “邻里守望相助计划” is a paraphrase of the English term “Neighbourhood Watch Scheme”.
  • In 1981, the Neighbourhood Watch Scheme was launched by the Singapore Police Force.
  • Housing and Development Board (HDB) flat residents and Residents’ Committees responded to the call to set up Neighbourhood Watch Groups in their respective housing estates.
  • In 1983, the scale of the Neighbourhood Watch Groups was expanded with the inclusion of student police cadets. The National Police Cadet Corps mobilised 18,000 male and female cadets to join the watch groups, while also encouraging their parents and neighbours to participate.
  • Auxiliary police officers were also invited to join the project.
  • With the active involvement of the student police cadets and auxiliary police, the occurrence of burglary in HDB flats was halved between 1984 to 1985.
  • In 1986, a total of 3,670 HDB blocks established Neighbourhood Watch Groups. Among these, 656 blocks had participation rates as high as 80%.
  • Neighbourhood Watch Groups not only reduce crime in the community, but also help to build rapport among residents.
  • In recent years, the scheme has introduced two new initiatives: Vehicles on Watch, and Riders on Watch, which invite the participation of drivers and commuters on public transport, respectively. 
  • In 2021, the Community Watch Scheme was launched, integrating projects such as the Neighbourhood Watch Scheme, Vehicles on Watch and Riders on Watch.
