ETYMOLOGY
  • The Mandarin term “团结预算案” is a paraphrase of the English term “Unity Budget”.
  • On 18 February 2020, Deputy Prime Minister and then Finance Minister Heng Swee Keat introduced this Budget as part of the 2020 Budget. The S$106 billion Unity Budget aimed to assist Singaporeans of all backgrounds and businesses to navigate through difficult times via a series of financial assistance measures.
  • This budget covered six areas: Cushioning the Impact of COVID-19, Supporting Families, Supporting Workers, Supporting Seniors, Transforming Our Economy, and Tackling Climate Change.
  • The budget included two packages totalling S$5.6 billion: the S$4 billion Stabilisation and Support Package to support businesses and safeguard jobs, and the S$1.6 billion Care and Support Package to ease Singaporeans’ financial burdens.
  • The Government also introduced the S$6 billion Assurance Package for GST to help Singaporeans cope with future GST increases. Each adult Singaporean would receive cash grants of S$700 to S$1,600 over
    five years.
  • The Government provided more financial assistance and increased bursaries for students, skills training courses for workers, support for seniors through the Silver Support Scheme, and support for senior workers through the Senior Employment Credit scheme.
  • To tackle climate change, the Government allocated S$5 billion to set up a new Coastal and Flood Protection Fund to deal with rising sea levels.
